According to the Organization for Economic Cooperation and Development (OECD) in their Education at a Glance 2014 report, the Mexican labor market still favors those who have only finished elementary or middle school.

Mexico and Korea are the countries which have shown the highest unemployment rates among people with university degrees, at 4.6% and a 2.9% respectively. The unemployment rate for people with elementary and middle school education, however, was 3.5% and 2.6%.

Gabriela Ramos, Chief of Staff of the organization, in a videoconference from Paris, France, assured that not only it is necessary to improve the quality of the education system, but also to encourage a labor reform. According to her, because the unemployment rate is higher at a higher education level, it is necessary to “review the relationship with the labor market in order to reduce the demand for underqualified workers."

After acknowledging that the approval of the education reform has led to “outstanding advances” to help reach a better education policy, she warned that if the issue of informal work is not dealt with, this underrating of higher education is not going to disappear. And if the labor market demands a low education market, productivity will continue being low.”
