MÉXICO CITY - Mexico's federal budget 2013 foresees a drop of 8.8 percent in allocation for the development of indigenous peoples, reports the newspaper La Jornada.

The daily decries that the sum of 64,900 million pesos (4.9 million dollars) fixed for the next year, is centered on aid programs, which considers evidence of the paternalist approach of the State in its relation with the indigenous peoples.

It adds that distorted and equivocal perspective has not contributed at all to overcome the historical circumbstances of oppression, marginality, persecution and discrimination they suffer.

The newspaper quotes a recent report of the Nacional Commission of Human Rights, according to which, eight of ten indigenous live in poverty, while more than half live below that level, lacking sufficient income to cover their most basic needs of food.

The Mexican parliament approved a decade ago a legislative piece that left unsolved some of the legal circumstances that put an accent on marginality, exploitation and discrimination of the indigenous people and distorted the agreements of San Andres, reached by the Zapatista rebels and the federal government, which have not been implemented to this day, sentences the editorial.
