US officials said their concerns of allowing Mexican prosecutors to try fugitives who were accused of crimes in their jurisdictions and fled across the border were eased after traveling to Mexico and finding that fugitives prosecuted under Article 4 of that country's penal code got legitimate trials and served hard time.
