A report by the U.S.-based Open Society Justice Initiative (OSJI) charges that the system of justice in the violence ridden Mexican state of Guerrero has collapsed.
The independent watchdog group cites the systematic failure of state authorities to investigate and prosecute homicides, torture, and enforced disappearances.
According to the OSJI, torture is widespread and those responsible enjoy impunity while police officials are often linked to organized crime.
