Although there is no set date for the start of the service, the Federal Telecommunications Institute (IFT) issued guidelines to convert 911 in the “only nationwide harmonized number for the provision of emergency services”.

Some of the criteria released by the IFT are:

   • Telephone companies must provide access to 911 free of charge without being limited, including phones with zero balance (credit), phones with restricted service and telephones for public use.

   • Users of the service will not be billed for calls, SMS text messages or any airtime by dealers.

   • Companies must have and make available to the people, including the visual and hearing impaired, devices or mobile terminals that have features and programs that allow them access to 911. They must also inform users of the existence and functionality of the numbers 911 and 089 through advertising campaigns.

   • Emergency numbers 060 (Local Police), 061 (PJE and DF), 065 (Red Cross), 066 (National Emergency Response System of Citizenship), 068 (Fire) and 080 (Security and Emergency) – must migrate to 911.

   • For whistleblower service, the number is 089.

The announcement comes nearly a year after President Enrique Peña Nieto made the proposal for the 911 emergency service for the country.
