Mexican fugitive drug lord Joaquin “El Chapo” Guzman is the world's 48th most powerful person, according to a list published by the British news outlet the Independent, which includes presidents Dilma Rousseff (Brazil), Barack Obama (U.S.), Vladimir Putin (Russia) and Xi Jinping (China).

“For better or worse, these people's decisions affect millions, shake industries, and change nations,” said the Independent referring to their top 50 of the world's most powerful and influential people.

The news outlet explained that the list is compiled through a series of different elements, not just wealth or control over people and resources.

“No, true power is a potent combination of money and influence that enables people to help shape the world,” the Independent added.

So, for better or for worse, they reiterated, “only a select group of people really possess the economic and political clout to effect global change ... their decisions affect millions, shake industries, and change nations.”

Among that list, is El Chapo, who, according to the metrics used that involve four major areas, economic power, command, newsworthiness and impact, is the world's 48th most powerful person.
