The President of the Permanent Committee of Congress, Jesus Zambrano Grijalva, issued the formal declaration of the passage of the constitutional amendment regarding the Political Reform of Mexico City [changing its legal status from a Federal District to a state] and sent it to the President for its publication in the Official Journal of the Federation (DOF) and its entry into force.

In the plenary session, held in the Legislators' lounge of the Legislative Palace of San Lazaro [Chamber of Deputies] and attended by the Head of the Federal District, Miguel Angel Mancera, it was reported that 23 state legislatures have endorsed this constitutional reform which transforms the capital into the 32nd state.

...Once President Peña Nieto promulgates the law, the General Council of the National Electoral Institute (INE) will have no more than 15 days to issue the call for the election of deputies to serve in the Constitutional Assembly of Mexico City. This body will receive the proposal of the Head of city government for the Constitution that will govern the new state of the Mexican Republic. It will be composed of 100 members, 60 of whom will be elected according to the proportion of votes received, using a single list of candidates.
