Houses for victims of two hurricanes in Guerrero in 2013 were just about ready for their new residents when a band of invaders came along and stole them.

Unknown individuals have taken 130 houses by force, according to José Manuel Armenta Tello, the state representative for the Secretariat of Agrarian Development and Urban Planning, or Sedatu.

The first reports of forced entry into the unfinished homes came two weeks ago, said the construction company in charge of the project in the El Mirador neighborhood in the state capital of Chilpancingo.

El Mirador will consist of  598 homes, 374 of which have already been delivered to their new residents, who opted to move in despite the lack of running water or electricity.
