A new and disturbing case of official torture has surfaced on video, this time involving Mexico City police repeatedly beating three already subdued suspects in an assault of a Liverpool department store in 2014.

Because of the video, the city’s Attorney General’s Office (PGJ) has opened an investigation of four officers with the Banking and Industrial Police, a special force charged with protecting businesses.

The officers have been put on leave while they are investigated. The preliminary inquiry is in the hands of a PGJ unit known as the Public Servants Prosecutor’s Office, and the issue is being handled for now as an internal affairs investigation.

The identities of the officers are not clear. “The preliminary investigation is for the crime of torture,” reads a PGJ communiqué. “(There will be) also an analysis of the video to identify the victims and the probably perpetrators.”

In the video the detained suspects are handcuffed and on their knees as they are interrogated. Most of their answers are met with hard blows to the kidneys, abdomen, chest and head. Two of the three, one apparently quite young, are crying from the blows.

The video comes soon after the release of another showing two soldiers and a Federal Police officer rifle-butting a subdued female suspect and suffocating her with a plastic bag. That video led to five arrests and an apology from the Defense Secretariat.
