The mayor of Mexico City is proposing getting rid of a law that allows authorities to hold criminal suspects for up to 40 days without charges, lowering the detention time to a maximum of five days.

The bill presented by Mayor Miguel Angel Mancera on Wednesday also limits those detentions in cases where the suspect poses a risk to the victim or when the suspect is considered a flight risk. The measure seeks to deter the arrest of people without sufficient evidence against them.

Human rights group applauded Mancera's proposal saying the current system has been associated with numerous human rights violations, including torture, arbitrary detention and disappearances.
