MEXICO CITY – President Enrique Peña Nieto sent a proposal to Congress’ Standing Committee this week for an anti-terrorism bill that would see convicted terrorists imprisoned for up to 60 years.
The bill proposes jail terms of 15-40 years for those convicted of terrorism, and up to 60 years if the attack targets public property, harms the national economy or if any hostages were taken.
The bill describes a terrorist as anyone found guilty of financing terrorism, sabotage or attacks on communications networks. The law change would also increase penalties for anyone convicted of associating with terrorists.
... The proposed bill, while clear in some areas, appears to leave doubt on what constitutes terrorism and who can be labeled a terrorist, which could spark fears that it may be used to clamp down on anti-government protests.
