The priest, Luis Eduardo Villarreal Rios, of the Priests Solidarity Network, said that in the face of the recent natural disasters, "the [Catholic] Church was not effective in its preaching of charity, and its moving from speeches to action has been slow."
However, he noted that in addition to the Church hierarchy there is "the Church of the base, made up of the Mexican Social Secretariat (SSM) and religious communities which are trying to move from words to action."
Interviewed during the 90th anniversary ceremony of the SSM, he expressed confidence that the Catholic Church might change under the direction of Pope Francisco.
