In the town hall session held in late June 2023, councilor Sara Mosqueda Torres, president of the Public Safety and Traffic Building Commission, presented an initiative to amend the Police and Good Governance Regulations of the municipality of Puerto Vallarta, Jalisco.
The proposal, promoted by the Movement for Equality in Mexico (MOVii), seeks to replace the concept of “misconduct and good customs” with that of “violations of citizen coexistence.”
The initiative, based on the need to guarantee clarity, objectivity and respect for fundamental rights in local legislation, has as its main objective to promote more inclusive legislation and avoid subjective interpretations and arbitrariness in the application of the norm.
The initiative has two goals:
“The vagueness and imprecision of the previous term can give rise to inconsistencies in the application of the rules, which affects the principle of legal certainty,” explained Víctor Espíndola, coordinator of MOVii.
The proposed change recognizes the diversity of cultural and religious visions, aligning itself with the principles of equality and non-discrimination. In addition, it seeks to strengthen citizen coexistence and guarantee respect for the fundamental rights of all people in Puerto Vallarta.
